Maybe try the jigsaw with a carbide bit (like the one listed here)

Fiberglass is amazingly tough stuff. Remember that it is glass fibers
(hence the name) with an epoxy binder, so essentially you've got
flexible glass. Not brittle like glass, but easily as strong. The
glass fibers dull cutting tools very quickly, even the best blades
will dull after a while. Luckily, it sounds like you only need to cut
a board or two.
