Don't forget PCBs come in two materials - the brown phenolic, that tends to
shatter, and the (usually) green fiberglass reinforced stuff that is pretty
indestructible.

I personally wouldn't dream of using a paper cutter on PCBs - my prediction
is that the phenolic would tend to crack & shatter, while the other would
screw the paper cutter (at the very least, it would wreck the cutting edge).

Tungsten carbide scriber & snapping, that's my advice for the green stuff.
Maybe try out cutting some discarded computer boards first for practice.
