Here's the normal cheap nibbler people use :

Only good for thin metal.  Depending on what you use it might be right out.
You can do a clean job making holes with it if you are carefull and clean up
with a file when you are done, just takes patience.

Another option is http://www.emachineshop.com although that isnt cheap.  You
should also look around for places like this : http://techshop.ws/.
