[sdiy] 2 multimeters showing different voltages

Try replacing the batteries in both with known fresh batteries. I've
had inexpensive meters behave strangely on low battery power.

Next thing is to check the voltage of a fresh 9v battery. It should be
very close to 9 volts.

Finally, and I know that you're not doing this, but someone else might
do such a thing :), make sure that they're both on DC volts and did
not get switched to AC volts.
