Hi Sam,
I believe the stock answer is PCB express and you use their free
software, but, I'll let the experts elaborate since I've never used
them.
But, that circuit is, imo, deep into breadboard territory. For me, the
effort required to make a PCB has to be quite a bit lower than the
effort required to breadboard before I'll bother and that circuit
doesn't even come close.
While the strip-board is neat, another way to breadboard is to just
copy the PCB layout on the back side of copper pad only board with
bits of wire. This technique creates a very robust board if you solder
the wire down to the pads.
Finally, if you really want a pcboard, that layout is also very
conducive to just making your own with press-n-peel.
