using HPGLs in Schaeffer FPD is a good way to reduce the costs of the 
panels.
i use HPGL for allmost all graphics (scales/waveform symbols).
for creating these HPGL objects i use a simple freeware: CadSTD.
CorelDraw has a hpgl export filter, too.

another way to reduce the cost of a panel is to type in text in columns as 
multiple rows - instead of creating a new text object for each row.
using black panels without colorfilling the objects will dramatically 
reduce the costs, too.
