Having worked for many years on Jasc's Paint Shop Pro (now owned by
Corel, with whom I have no affiliation), I know that it also supports
both formats.  Again, older version can probably be found pretty
cheap.  Depending upon the version, it may retain vector or it may
convert to raster when it reads the file.
