You might be able to do something with the various DXF viewers on the
market. There should be some free ones to be found with a Google
search. To get HPGL out, you'll probably need to print or plot to a
file (as opposed to the normal Export or Save As methods of converting
a file), and select HPGL as the file type. I know Corel Draw and
AutoCAD can read a DXF and plot HPGL, so vector-based illustration or
CAD programs / viewers will probably do what you need. I know
CorelDraw 8 or 9 are very cheap now.
