Does anyone know of free software to make this conversion?

I don't have linux, and I cannot compile anything, why on God's earth cannot 
things be simple?

I'm trying to get LadyAda's panels for the x0xb0x into Front Panel Express's 
design softwarez...

Any help would be appreciated.
