You could use three switches with a 'radio button'
type configuration...

Use a 4028 with resistor feedback from the
1,2,4 (opt 8) outputs to the binary select inputs...
they will do a 1 of 3 mutually exclusive latch.

It was an old idea for design.  The power up state
might not have any output on, until you press
the first button.
