Why not use a VCA in front of the distortion unit?

I've got an old Q'fuzz and I've only just thought of using it with 
the modular. I'll have to see what kind of signal levels it likes; it 
does have a "Line" setting but that's probably for 1 or 2 volts 
p-to-p. It does not have any voltage-controlled features, though.
