I don't use Outlook thankfully, but Mail.app (MacOS) puts the cursor  
at the top of the message by default.

When a large portion of people don't follow the logic in your sig it  
makes less sense to mix top posting and bottom posting in messages  
like I feel I have been doing,  Maybe that's my problem, mixing seems  
like the worst of both worlds.
