Then that's your answer. 3046 if price is important. 3083 if performance is
important.

No such thing. It's to do with the limits of the chip production technology.
PNPs built using the same processes as the 3046 etc were of planar design,
and were very much a case of "it will just have to do, even though it
sucks". They were usually included with NPNs, and most if not all are now
discontinued.

Go the Patchell way and use a pair of 2n3906. I bought a bag of 100 and set
down to match them for his vocal filter. I could have used them straight
from the bag they were that close.
