I feel like I'm stating the obvious but... can't you use a
software frequency counter ? It's free and you get all the
precision you want. The crystals used in sound cards are not that
accurate but if you're measuring a frequency ratio, it doesn't
matter.

I expect that there are dozens of free frequency meter
LADSPA/VST/whatever plugins. If you're running Linux you can even
try mine. It shows you the frequency in Hz and how far you are in
semitones from 440 Hz. By default, it updates once per second.
