[sdiy] Really Need Help this time!

Hi! Togday i gave it another try. I rewired everything, starting with the
8031 and then adding IC1 and IC2 but i still have the same problem. The WR
pin stays high all the time. Also, the 4 outputs for the MUX arent toggling
and stay HIGH. Im using a digital oscillocope and seems to me the pulses
arent very"square" or clean. Maybe because of the high frequencies??.

I'm using the  Phillips P80C31X2BN for the processor. I'm quite sure the
EPROM programmed correctly. What else could be wrong? Mayube the processor?
