Yes there is, ISE webpack...

As far as embedded processors...I have used several Xilinx eval boards with 
my Atmel STK501/500 eval board set (using the ATMega128).  The boards have 
a dual row connector that I use to connect with ribbon cable up to the 
appropriate AVR port connectors....works real nice.
