I don't want to get a rep as "mr stripboard", - I only prototype
ANYTHING reluctlantly!! - but, I must say, that after soldering
something together on stripboard, I then get out the multimeter
and check for shorts between every adjacent pair of tracks, and
across every 'cut'.
Because if you don't check before you power up, you have to do it
after you power up anyway.
Oh, here's some more advice: an exacto knife is great for slitting
your wrists. Which is what you'll probably do, if you try to cut
stripboard traces with it. Battery drill for me.
FWIW, the 'real' engineers I know all use pad-per-hole.
No use to me, because I can't remember what is happening
when I turn it over. Works well for them, though. And I suppose today
you can run surface mount parts across between the pads!!!
