It isn't specifically a ban on linear warts, but it is an
efficiency requirement (especially when no load is being drawn by 
the attached device) that cannot be met by traditional linear
transformers.
I predict that the increase in fires by crap switching supplies 
(I have had one burn, myself!)  will FAR outweigh the 
savings. But, there you go......

We're getting it in Australla too, but nobody knows that yet.
