Just a thought.  The above is correct.

Comparing the pin-outs of the two types Pin 18 needs to be ground.  It might be floating on the Prophet as it's the 2708 Program pin.  This needs to be GND to Chip Enable the 2716.

Pin 20 also needs to be GND for output enable duties.
