[sdiy] cv attenuator / inverter voltage loss...

I currently have a cv attenuator / inverter on my protoboard that is found
on Peter G's site at: http://www.buzzclick-music.com/inverter.jpg and
others.  I know Blacet uses this same one and I expect it is pretty
prototypical.  Anyhow, I see that I get about a 10% loss of any voltage that
goes in.  If I put in something 5v I get approx 4.5v out.  Is this something
endemic to the circuit or tolerances along the way?  I've built the whole
thing with 1% resistors as I have a ton of them about.  10% seems like a
pretty big loss and certainly would be bad for voltage crucial apps like
quantizers etc.  Thoughts?
