The cheapest would be to print your panel layout on some kind of
paper or plastic, glue that to a blank panel and do the drilling
yourself. Michael Zacherl made nice panels that way :

With a laser printer, you can also mirror the image and print on
the reverse side of a transparent plastic sheet (no wear).
