It is *not* a derived standard.  Read what it says.  It is a derived 
*unit*.  In other words, as a unit it is defined in terms of  what are 
considered more fundamental units.

A standard provides a physically realized value of the magnitude of a unit.

A voltage standard is provided by the Josephson effect, which relates 
voltage to frequency via a fundamental constant:
