This is probably unnecessary, you should be able to switch status 
without any intervening messages as often as you want (unless the synth 
has a broken MIDI implementation)

That would be a Note Off event, which is always fine, even if there is 
no corresponding Note On.

Unless the synth in question uses NRPN increment/decrement on that 
controller.
