Is this what your are planning to do ?

(well, this is just the codec, but the page has the files for implementing 
the SID with a Cyclone device).

Altera has some very good boards, apparently some of its partners have some 
pretty inexpensive cards also:

there is a $99 cyclone card from Altium

Quartus II is pretty good. THere is a free version available for download. 
You get the license for the free version pretty quickly. It says that it 
expires after 150 days, but you can keep renewing it "ad libitum".

PS I was thinking about building a digital version of the SN76477 with one 
of the Cyclone devices....
