You may find way too much purely theoretical treatises if you are not 
very careful with the search term "cellular automaton".

You are thinking too far inside the box. :-) You don't need any 
standalone gain functions most of the time. When you want gain followed 
by a filter, just make up that filter with the required gain built into 
the transfer function with the requisite up-/down-sampling in one fell 
swoop. If you really need just gain, make that filter _very_ simple. 

Adding a delayed version of the same signal does not do you any good 
BTW, as it's highly correlated to the original signal of course.
