This was my understanding also. Good news.

So, how to fulfill these directives? The FCC and CE rules both say that
interference must be below a specific level. How can I measure the
interference, at least approximately?

Unfortunately, my synth is in a wooden box with metal only in the front
plate, so there is no radio interference screen. Inside is a
microcontroller with a 10MHz crystal clock. The external bus has a
switching frequency of appr. 10kHz. There is also an SPI bus with 10Mbps
to the DAC. There is no ground plane anywhere on the PCB. 

I guess all three of these could cause interference, but how do I know
if I comply with the directives?

Maybe I can set an FM radio to 100MHz and see if something can be picked
up?
