The problem as I see it, is that a pitch to voltage
converter only works on a very smooth single note.

Unless you are in fact thinking of shaping a 
monophonic signal.

Personally, I would be thinking about a vocoder approach,
one or more filters determining the ratio of high to low 
frequency energy & cranking filters accordingly.
