All PCB houses that i have spoken about this did recommend
against closing the via holes with soldermask, because moisture
can be caught in the holes, and will use corrosion later down the
road. When the holes are filled with either some type of "wax"
plugging , this would not be a problem - filling with solder seems not
to be possible in an industrial production process.
