Indeed, it is no longer possible to send HTML-formatted mail, or any
attachment to the list.

I don't know if you can alter Lotus Notes' behaviour so it does not send
any attachments any more, as a Notes user you usually aren't allowed
much. Not even to complain about Lotus Notes.
