Well, they were prior to introducing the multiplier blocks. 

Sure, modeling a 56-bit MAC still eats away some space (or takes some
time when doing it serially) when done using 18x18 multipliers and
shifters, but it's nowhere near Spartan-I times where you could easily
fill an entire chip with the multiplier network.
