Literally, only $150....

The basic tools are free.

If you want to have an embedded softcore uP, that is $500 for the 
development software.

Books to learn either verilog or vhdl....well, those could run about $100 
new...

It is possible to use schematic entry...but the schematic editor is a pain 
to use, in my opinion.

And personally, I prefer verilog...but your mileage may differ.
