There is a kind of flexible (slightly flexible) glue used for 
putting down vinyl floor tiles. Worked fine for my mate who
was building speaker cabinets & foldback wedges.

Here's a hint.. don't try to sand the old tolex off, it just melts 
& gums the sander belt. Don't ask me how I know this.......
Like all paint & wallpaper jobs, prep is 95% of the task.
