[sdiy] Removing ICs without damaging them

What would be the best method to remove ICs soldered into a PCB.

The reason I ask is that I've got a smashed Roland Jupiter8 voice card that,
though can no longer be used has lots and lots of rare roland chips.

I would like to be able to remove the ICs without damaging them. I have
tried using one of them sucker type devices, but I can never get the solder
clean from the IC legs to be able to remove them.
