There should be two rows of these rubber contacts, one mounted above the other. When a key is pressed, one row (the rear) would make contact before the second front row. The time difference between the two is the velocity. The shorter the time, the faster the velocity. This is usually implemented with a counter. The rear row starts a counter and the front row stops it. The lower the count, the higher the velocity.
