PostScript (and hence PDF) supports several compression methods,
including JPEG. I don't think it supports Group 4 but I does have
a comparable lossless compression method (LZW, I think).

My experience has been that a TIFF/Group 4 file and a
PostScript/PDF file of the same image are usually within a few
percents of each other. My PostScript generator is pnmtops from
the NetPBM suite.
