You could import the BMP into Photoshop.  Use colour select / magic wand 
/ etc. tool to select the outline of the design.  Convert this selection 
to a path.  Save path as AI file ("Export Paths To Illustrator").  Then 
open in Corel Draw and re-export as HPGL file.

Long winded, but it works !
