Best bet is to connect the base of the noise transistor to
-9V. That would allow up to 18V across the transistor, minus diode
drops.
If you get (teehee) NOISE pickup from the -9V you could duplicate the
4.7K / 100uF filter on the base as well. Might need to play with the
bias resistor.
Note that PAiA used to run the noise generator from the 18V supply...
not
the 9V. True of the 'surf synth' as well
