I'm no expert on this mess but it does seem like there are a lot of 
exemptions (especially item 15 in the link below) that indicate that 
there are serious concerns about the long term reliability of the process!

It looks like consumer equiment is the only thing really targeted, with 
the assumption that we don't need reliability anyway!
