[sdiy] Eprom burner and emulators

I'm hoping to have some money from Santa this year. I would like to buy 
or build a device that can program 2708 and up to 27128 devices.

Also, if possible, I'd like to get hold of an emulator for the same 
chips too.

Oh, and it should all connect to my laptop via USB...

OK, maybe not the last bit, but one can live in hope.

Any suggestions?
