He means 'microcontroller' - E.g. Microchip PICs, AVRs etc etc. You'll 
need A/D and D/A conversion, and a decent amount of RAM. Not many 
microcontrollers will do that on the one chip, so you probably need 
external RAM and an audio codec or at least an output D/A - many chips 
have 10 or 12 bit A/D convertors that might go fast enough for audio.

Whether that counts as 'easier' depends a bit what you're comfortable 
with already. 'Better' is pretty certain, since that set up of A/D, 
D/A, RAM and a uC to control it would allow you to do all sorts of 
(audio) things.
If you want a minimum components solution, you're probably still better 
off with one of the sound recording chips, even if that does bring some 
compromises.
