For something like that I would use a microcontroller, probably an AVR
or even a small ARM. Infinitely controllable, and with enough
integrated memory to do some decent sampling at 24kHz.

3-4 ICs not counting power supply.

Another thing to look for is voice recording ICs at DigiKey and
Jameco. I'll look in my treeware catalogs tomorrow and see what I can
dig out for you.
