I don't know if it will completely work for you, but there's a small cheap, 
very functional VST plug-in. It's part of a suite of small VST plug-ins 
having to do with a phase vocoder. I can't think of the address, but try 
Googling: "phase" "vocoder" "vst"

I think the actual plug-in filename is: pshift.dll

I can't remember how well it handles chords, but it tracks better than most 
professional plug-ins used for pitch-shifting.

There's another part of this suite that deals with formants too I think.

I use it with MiniHost and ASIO4All which are free.(and also Cubase and 
Wavelab which are not free, but worth it...).
Well MiniHost is actually donationware, but downloads fully functional. You 
can only use one VST at a time, but there is a VST plug-in that lets you 
stack plug-ins - I can't think of it's name - but this is what I use.

I seriously hate using PC's for VST work. I wish I had a decent Mac and Mac 
versions of all the rad VST plug-ins I have. Or even better: a Muse Receptor
