[sdiy] Octave for Windows

I just downloaded and installed the port of Octave for Windows. It does
not need Cygwin. In fact, it says if Cygwin is already installed, one
should NOT install this version of Octave. I'm running Windows 2000 Pro.
Since I know _nothing_ about Octave yet, I just tried the 2 spectral graph
plotting commands that Eric B. kindly posted. Perfect output. Now to hit
the docs.
