Yes. But the total C is fairly constant.

No, not that way.
The powerloss in the transistors is the same for each clock edge. It does vary
with the temperature to some degree. The current drawn internally is mainly
from charging the caps at the edges. Lower the voltages will compensate for
increase frequency pretty well.
