It's probably slightly oxidized. Polish it with a pot scrubber--there's a
green plastic one I can't remember the brand name of right now that always
worked for me. This is just abrasive enough to remove oxidation without
really grinding off the copper. Untinned boards will take solder much more
easily if you do this right before starting to work on them. Rinse it to
remove any debris and pat it dry right away. Avoid getting fingerprints on
it afterwards.
For spot fixes use a pencil eraser.
