Different people have different styles on that. I always post preprints 
since I consider the potential publicity from having people find it on my 
webpage to ourweigh the risk of someone "stealing" my work - I'm in the 
"obscurity a greater danger than piracy" category. My colleague Magnus 
Egerstedt (controls guy) is on the opposite end - he never posts anything 
until it's fully accepted.

I also put them up after the fact, and figure I'll keep doing that until 
IEEE or SPIE or someone complains at me. ;)
