Check out the debounce circuit on the Wiard joystick:

I've built a dual clone of this circuit, but haven't received my
pushbutton switches yet, so I can't comment on how well it works,
other than to say that Wiard has a good reputation and that the
joystick part works great. :)
Scott Juskiw has practically the same debouncing circuit on his page
