They are the same price for the kind of quantities that you or I might buy.  
Not when you're buying the sort of quantities that some manufacturer would 
buy...

That's why when I get 'em new I go for the highest voltage rating there is,  
though I do have some salvaged parts around that I'll use when it's 
appropriate (across relay coils and such).
