10 levels? With 10 opamps as comparators and a hand full of logic
chips, you could do that voltage controlled. But if you would make
them both 16 bit, and allow audio range for the both of them, you can
think of interesting modulations.
It would be nice to make a module based on a procrammable IC with two
ADC inputs and a DAC.
The clock will be voltage controlled.
Bitcrushing will be one behaviors, but other if-then statements are
possible. Ringmodulation can be simulated. Min Max. Comparation.
Multiplication. But you could think of other processes that are a lot
more complex and can only be done in the digital domain. It will be a
complex waveshaper.
