normally vias are not filled, meaning you can see thru a hole.
I never heard about filling vias by PCB fab, but it may have some advantage. Hole plating can be broken at the edge (where pad surface meets tube surface in the hole). When it's flooded with solder, and that's what I assume is your filling, then you have a chance to still have working board vith vias broken.

There are also microvias, so tiny there's no hole anymore, it's all filled with copper. But that's high tech and probably damn expensive.

Well, it may be that the PCB fab uses solder immersion without HAL for solder plating traces and vias get filled just because they're small.
